EMP isn't global. Set off a nuke in NYC and the EMP won't damage
anything in Los Angeles, right? Of course, nukes hit NYC and LA, but
there wouldn't have been a nuke for every city and hamlet in North and
South America, would there? And, therefore, some of Skynet would have
survived to rebuild or takeover for the components that were knocked
out by the pulse, right?
