Weird; I just read _Complicated Shadows_ a month ago, and it made me do
the very same thing. And then I kept going past the Rhinos (I just
finished NORTH today, so I'm nearly at the finish line.)

I've never heard the "Case For Songs" version, but I just played
through it at the piano, and on the SPIKE version, the time signature
remains 4/4 throughout. With the first syllable of "Empress" on beat
one, the chord goes to Am for two measures, then Fm for one measure
(the word "And" is on beat four of this bar), then Bb for two, back to
C for two (the word "world" hits on the first beat), Am for two
("picked upon the bones..."), Fm for two (intriguingly, there's a
quarter rest where that Fm hits, with "news" delayed a beat; the note
representing "news" is a dotted half), then B-flat for two bars, then
the tacet bar for "Do you suppose" and back to the Dm/Dm(maj7)/Dm7 bit
of the refrain.
It wouldn't surprise me if he's juiced it up in various ways in other
performances; he seems to do a lot of that to keep himself from getting
bored (turning 4/4 songs like "The Other Side Of Summer" into waltzes,
etc.).
