Since DE never specifies any pronunciation, it's impossible to say 
what the correct way is. Personally, I put the emphasis on the Bel in 
Belgarath, and on Pol in Polgara. When you have the letters "ce" in 
English it's usually a soft C (i.e. like an S), and the apostrophe in 
Ce'Nedra keeps the Ce and the Nedra parts separate. The "ce" therefore 
sounds like the end of the word "fence". So, "Ss NEDra", I think.

Generally it doesn't bother me, unless the author includes a 
pronunciation guide and I discover I've been saying a name wrong all 
along
