The biggest problem with The Dreamers is that the quality of the
writing and dialogue and characterisation  is abysmal, far inferior to
The Elenium, for example, and Eddings didn't seem to be putting any
effort into the writing. 

The Redemption of Althalus isn't quite as bad, but it does suffer from
poor characterisation (except for the main character) and poor
plotting (the bad guys never seem to have a chance of winning and the
ending is pathetic).

That's part of it, but it isn't just reusing previous elements, it is
reusing previous elements and not using them as well as in the earlier
books.
