The statement often attributed to Burke (for evil to triumph only
requires good men to do nothing) could be turned around - to actively
do nothing is to do something.

I think that such a large pro****tion of the population either have
their heads in the sand, or are aware but happy with the current
situation, that it wouldn't work.

As  G B S said 'Democracy is a form of government that substitutes
election by the incompetent many for appointment by the corrupt few'.
