Politics in Brian Herbert's Duniverse (Spoilers if you care)

Have been reading the Dune "House" prequels and am about 60 pages into
House Corrino. They're an OK enough diversion although VERY padded
with endless scenes that could easily have been left out.

The one thing I was wondering about was Brian Herbert's (or Kevin
Anderson's) politics. The reason I ask:

In House Ateides, the Tleilaxu invade and occupy Ix, sending House
Vernius into exile and providing one of the subplots for the series.
The Bene Tleilax are aided by an uprising of Ixian "Suboids" -
presumably genetically sub-human workers at the lower end of the Ixian
economic system. These Suboids see the Tleilaxu as liberators but
quickly learn that they have traded in one set of masters for another.

In House Harkonnen, there is a chapter that touches upon this in the
narrative that basically states the point of view that the cruelty of
the Tleilaxu and chides the Suboids about not realizing how good they
had it under the Ixians.

Certainly a commentary about revolutionary politics but specifically
about communism? Is Herbert saying that serfs should be happy in their
lot because what might replace the system might be worse?
