Yes, and I suppose we could also ask if believing in the tenants of the
Butlerian Jihad constituted a religion. I suppose it would be rare if a
king or a duke was an unabashed atheist and told his subjects this.
However, didn't the Dune Appendix describe the ruling cl***** as agnostic?
