Simple.
Myanmar's goverment probably views the U.S. government as
hypocritical. Our military invades and occupies Iraq and other
countries without cause, reducing its popularity and respect
worldwide, and then we expect havoc-stricken countries Myanmar to
accept our aid graciously?
I think not, and I applaud Myanmar for refusing our country's help.
