This is going on all across america ! liberal gangs are popping up

Acting Milwaukee mayor hit with five civil counts MILWAUKEE (AP) -
Prosecutors filed a five-count civil complaint against Acting Mayor
Marvin Pratt on Monday alleging campaign finance irregularities, eight
days before voters will decide between him and another candidate for
mayor. Milwaukee County District Attorney Michael McCann accused Pratt
of four civil counts of filing a false campaign finance report and one
civil count of failing to deposyt personal campaign contributions in a
campaign account.

McCann had focused his investigation on Pratt's campaign finance
reports, which didn't match up with bank statements for his campaign
account. The figures were allegedly off by $116,000 as of the end of
2003.

Pratt's office said he would have no comment until an afternoon news
conference.

McCann said he decided not to charge Pratt criminally because he does
not believe there was a criminal motive. He described the problem as
foolish and stupid.

"These are all disturbing, how else can you describe it," McCann said.
"It is clear he is not very careful in how he handles his money."

Pratt, who also serves as Common Council president, became acting
mayor in January when John Norquist left office four months early
after 16 years as mayor. Pratt and former U.S. Rep. Tom Barrett, both
Democrats, advanced in last month's primary to compete in the April 6
nonpartisan election.

News reports that Pratt mishandled his campaign money came out about a
month after the primary.

In response to the reports, Pratt hired former Internal Revenue
Service special agent Michael Spang to review his finances. Spang
blamed the problems on accounting errors.

Pratt, an alderman since 1987, is seeking to be elected the city's
first black mayor. A Milwaukee Journal Sentinel poll released Saturday
showed each candidate with 44% of the vote. Pratt was supported by 88%
of blacks who were questioned and 20% of whites, the poll said.
Barrett drew 66% of the white vote and 7% of the black vote.

Pratt, virtually unscathed politically before this, said at a recent
forum that voters shouldn't be concerned about flaws in his campaign
account or about his ability to handle the city's $1 billion budget,
because the mayor sets policy and is not involved in budgetary
operations.
