Who says so and why NUMA? And who is this guy who started this
petition? Did he get Clive's approval to do this?
It just sounds wrong. I highly doubt Clive would be interested in
anything like this when NUMA has been successful for so many years on
its own. Becoming a federal agency is like Hollywood trying to make a
movie based on one of his books - they'd ruin it.
