With the X-Files I often felt like they weren't even making it up *as* 
they went along, just throwing out random elements of a conspiracy 
without any thought of how it might gel.

Me too, although for a plot twist that was probably thrown together on 
short notice in response to the series' cancellation, I thought it was a 
very good try.
