No, they said that if they were left on their own the Iraqis would
develop WMDs.  But what they "believed" shouldn't be the basis for a
war.  The evidence of WMDs wasn't there.

Congress believed what they were told by the administration.
That was a mistake.

Who else was convinced by the evidence?  Even the British said "the
intelligence and facts were being fixed around the policy."

Powell put on a masterful performance - all based on lies.
