There are some locals around, but they seem to mostly be about the
money. The suicide bombers are roughly 90% foreign, and most of the
leader****p is foreign. Al Qaeda hired a local Iraqi actor for their
audio messages, because it's obvious their leader has a non-Iraqi
accent.
Other factions, such as the 1920 Brigades, seem to have turned anti-al
Qaeda and neutral-to-acommdationist towards the Iraqi government.
