Use nbname command

Plese show me how to run it when i receive this error :
C:\nbname /astat 172.30.1.70 /conflict
NBName v1.9 - Decodes and displays NetBIOS Name traffic (UDP 137), with
options
 ...
WinSock v2.0 (v2.2)  WinSock 2.0
WinSock status:  Running
Error 10013 binding to ****t 137 at address 172.30.1.69
