I thought it was just to make it easier to load singles on jukebox
turntables, but your description sounds just as possible.

Over here, singles (I bought my first one in, umm, 1963) had the large
centre filled in and had a normal centre hole.  It was often possible
to punch out the centre section of the label (connected only by three
small plastic tags to the rest) to give the larger hole.  I bought
some singles from ex-jukebox racks and they all had the centre punched
out like this.  Adapters for playing with a small centre hole were as
the picture showed, or could be a three-legged piece of plastic.

My turntable includes its own adapter for playing singles with the
large hole.
