You're making this /way/ too hard.  Simply strap a slice of buttered bread

to the cat's back and drop the assembly a few inches.  The spinning cat 
will produce a powerful vortex that will drive a turbine.  The turbine 
output can be used with a direct mechancial drive or some electro-motive 
setup.
