Efficiency as in the ability to handle the volume -- solids in the
waste stream require settling ponds and fermenters (sorry, that's the
wrong name for the ponds that have the "useful" bacteria and/or
algae), and additional filtration. All of which a snap in low volume
situations, but can easily be overloaded in urban concentrations.
Plus more energy is required to run these facilities than is required
for a dump.

Ah, but some sorting stations feed part of the waste to a composting
plant -- especially those places that have you put green waste in the
third barrel.
