No, it's not possible. And yes, Bill, I often use multiple
tabs...except, you know, when I don't.

But another piece of the puzzle has fallen into place. The "stacking
window" phenomenon only seems to happen on top of the "downloaded
files" window. And as I said previously, it only happens if you move a
larger (browser) window around by grabbing the left-hand side of the
window bar. You can move it very quickly and thwart its attempt to
"snap to" the downloaded files window, but anything longer than a
split second, and you get the "magnet" thing.
