Actually, if I read the 24th amendment correctly, it seems to imply
that the upper bound of cost to a voter  *by the government* is zero
cents. Zip.  Zilch. Nada.  Forget about the 41 cents (42 cents
Monday).

If a voter has to drive to a polling place, he or she might ask the
courts why they can't have a polling place closer to their precinct. I
understand they might be able to get help from the ACLU.  In the
meantime, they could call one of the local party headquarters, which
will usually be glad to find a driver for them.  That is, if the
Republican party isn't flooding their phone bank with calls.
