You'd think, but that's apparently true only in the literal sense.  The 
hospital knows before it sends the bill to BCBS that BCBS is only going to

pay a certain amount.  Why bother billing for a higher amount?

BTW it's not like they're going to get part of the difference from me. 
The 
amount I owe is part of the amount that BCBS has negotiated with the 
provider.  For example, my deductible is $1,000.  If I have paid none of
the 
deductible for that year, the hospital lists charges of $2,000, which are 
dropped to $1,000 by agreement with BCBS, the hospital gets only the
$1,000 
I pay; BCBS pays nothing.
