Unsavory elements in your condo complex?  Good heavens.  Whatever is
the world coming to?

Do you inspect the parking lot every morning?  Just the once or do you
do so several times during the day?

It might be better to tell him that the label was found in the lot,
rather than demanding an explanation.  Doing the latter may get you
nothing but a hang-up, whereas the former may elicit further
information.

It's not as if the person owes you any explanation at all.  You're not
any sort of authority.  I know you've taken it upon yourself to police
the complex but that doesn't make you special.  People can ignore you
or lie to you without penalty if they want to.
