I think you're taking my point a bit out of context.  Your statement above

was in reply to someone pointing out that Clinton had said Obama wasn't 
qualified to be POTUS.  To which you said that bit about pols saying all 
sorts of things while they run and 99.9% never used to get noticed at all.

My point about playing Gotcha! is that I'd like to see candidates think
for 
a second more often than they do before opening their yaps.  It's easy to 
say about anything you think will resonate with your current caudience and

then say the exact opposite with another audience if there's a big chance
no 
one will call you on it.

The Howard Dean incident was not a game of Gotcha!  Gotcha! is played when

some pol exclaims indignantly, "I never said that!" and the news re****t 
immediately follows with a tape showing him or her saying exactly that.

As I said, I like Gotcha!  Although it can be and often is misused it's
also 
a way of forcing pols to be a little more accountable for what they say.
