No, the major reason the federal budget went into deficit was the Bush 
tax cuts. According to the Congressional Budget Office, 48 percent of 
the deficit in Bush's first four years in office was caused by the tax 
cuts (defense/homeland security spending was responsible for 37 percent, 
and domestic spending 15 percent).
