When I last re-newed my pass****t, there was a sign at the post office
(1 hr wait in line, BTW) saying no birth certificates from one of the
towns in another country were being accepted. Seems there had been a
ring of birth-certificate-for-sale nasties working out of that town
clerk's office for awhile.

The woman a few folks ahead of me in line was getting a pass****t for
her son. She had everything in order. Unfortunately, she had given
birth to him in this particular town.  They would not process the
paperwork. She was told she had to go back to that town and get a
re-certified something or other for the birth certificate. She was
beside herself (and her adolescent son who was with her). She said
she'd have to take an unpaid day off of work to get the required
re-cert.

I cannot even imagine what it is like down there where Katrina hit.
