Driving back from Desert Center, CA to Phoenix, AZ this afternoon, I
was struck by the difference in signage near penal institutions - in
CA, the sign on the interstate said "State Prison" with a large yellow
sign below advising motorists not to pick up hitchikers. In AZ, the
sign under "State Prison" offered "CAMPING".
