Time compression.  The system that I'm aware of -- but not at all familiar

with -- drops frames.  This isn't quite as much of a problem as one might 
think if the original material was shot on film since there are frames 
added in the conversion to NTSC video anyway.  Film runs as 24 frames per 
second, video at 30 (a tad less, actually, but who's counting?).  They get

around the difference by making every third video frame (composed of two 
fields each) half of the previous frame and half of the next frame.
