It *is* necessary that it not be simply dumped in the nearest creek.
(I suppose a libertarian would argue otherwise--"If you didn't want
people dumping sewage and oil in the creek, why didn't you just buy
the entire watershed?") Once you have eliminated pouring the stuff 
out, recycling becomes one of the cheaper ways of "making it go away".
