It meant what it said, that the poverty-stricken often lack the skills 
and know-how we in AFCA have. It was an observation, not a suggestion as 
to what is to be done.

As for what is to be done, I would think it obvious that if people lack 
needed skills and knowledge, the answer is to educate them. It's even a 
cliche: "Give a man a fishŠ"
