Yes, I think that's true and your point is well taken. My question 
had more to do with whether it was common among the savvy to drop 
$542 per month on groceries. If not, then perhaps it's worth trying 
to help the poor be more savvy than just to increase the budget. But 
it's probably cheaper to increase the budget. Not increasing the 
budget and shrugging at the problem is cheaper still.
