That is just how Agent 3.x or later works. For any newsgroup you can
define the order of priority of servers to read from, and it uses the
later ones just for fill-in.
All the figures in those stats are produced by a program I wrote years ago
which reads the database files from seven (at the moment, it is
configurable in a .ini file) separate instances, each addressing a
different server, of an old Agent 2.0 for which I know the detailed format
of the files. I and a couple of other readers of
alt.usenet.offline-reader.forte-agent worked it out back in 1996.
The format changed a lot with version 3.x and a bit more with 4.x and I
have never bothered to figure out how they work now. The incentive for
our researches then was to enable us to write little utilities to do
various things that Agent now does natively.
