They do qualify, either by having enough votes in the previous election or

getting enough signatures.
One of the "pitfalls" of a true democracy is that anyone, regardless of
their
political views, can run for public office - and the people have the
choice.
If the fine folk of FL feel that the (D)s are screwing with them by not
sitting their delegates, they can
(1) hold their nose and vote for the (D) candidate that was forced upon
them
(2) stay home
(3) vote Nader
(4) stick it to the DNC and vote (R)
