Disposal of old-fluorescent topic

A followup and closeout to my earlier topic "Disposal of old fluorescents":

Thursday, January 31, being my payday, I first went downstairs to get my
gas bill (the apartment complex charges us for gas usage; the amount is
combined with our rent payments), then came back upstairs and wrote a
check
for the rent and gas payments.  On the way to work, I walked the check
over
to the management office.

Whereupon I learned that the former manager had retired; the former
assistant manager was now the manager; I was introduced to the new
assistant manager (as an "awesome" tenant); and I asked about fluorescent
tube disposal.  The new manager was much more concerned with the fact that
I replaced the tubes _myself_  since that's a service the complex
provides.
I mentioned that I had not been able to reach anyone in the office on the
day I found the kitchen tubes were failing; and the new manager insisted
on
deducting the cost of the tubes ($7.00, rounded up from the actual cost of
$6.84) from next month's gas bill.

Oh, and said I could go ahead and put the old tubes in the dumpster.
