I wouldn't be suprised if that's the reason, Ted Raimi shows up in a
later episode (playing a character named "Ted").  I really like the DVD,
it includes 4 episodes that weren't part of the original run, many
deleted scenes, and comentary on the pilot episode.  Well worth getting,
IMHO.

Whenever I talk to anybody about Sheriff Buck I remember the ad for
American Gothic that ran that showed Buck and you hear a voice say "He's
not Sheriff Andy".
