 From what I remember of my childhood, Copenhagen at -26 was a lot more 
bearable than student digs at +3 and raining in Bath. We had lots of 
drafts, no central heating, a fan heater in the bedroom, and the 
bathroom heating system was something akin to an oven element (overgrown 
lightbulb?) high up the wall near the ceiling (did no one tell the owner 
that hot air rises...??)

I should think many Californian / Southern US houses aren't properly 
designed for cold weather.

I have a continuing intermittent case of frostnip on two of my toes 
dating from the Bath experience. Also probably related to lots of 
walking on Bath stone pavements. Very picturesque. Not nice to feet.

Propertly insulated houses and decent heating make a *lot* of difference.
