Exactly what I meant to interject earlier. Remember in the VO-ending
Deckard says something along the lines of 'Gaff must have figured she
only had 4 years...' implying that she was recently created.

She may have had memories of the local area/city/etc implanted as part
of her background cover of working at Tyrell Corp hence she knows that
the area Deckard invites her to is 'a bad place'. Those implants may
have made the whole city seem dangerous as an incentive for her not to
be too curious about the world outside Tyrell.

One of the aspects of this that PKD has explored in other stories as
well is that if you know memories can be tampered with, erased,
implanted, then how can you trust anything ? How do you know that you
are actually experiencing what you think that you are experiencing now ?
