I'd imagine Rachael was kept in the Tyrell building, reps are illegal on
earth after all, and Tyrell would want to keep an eye on her, study her.
The Tyrell building is huge and probably self-contained with it's own
apartments, shops, leisure facilities, etc for the upper echelons/senior
management (in the game at least one senior researcher/technician lives
in the building in a self-contained lab/play room).

She is essentially AWOL as soon as she chooses to leave the Tyrell
building to meet Deckard...the lower level employees were probably not
told she was a rep so had no reason to stop her leaving.
