We're talking about a future Los Angeles, and a dystopian society.

We're not necessarily talking about the same society as we have today, 
with a strong media or a lot of oversight.

It may in fact be common to see half-****d women on crowded streets, and 
it might not be that surprising for the cops to shoot someone.

It might be a very good idea to keep your mouth shut and your head down 
to keep the cops from noticing if you have an opinion.

There is also clear evidence of two societies here.  You have Tyrell 
(and Rachael) who live high above the ground, drive around in spinners 
and speak perfect standard English.  Then you have a class that rides 
bicycles, stays near street level, and the lucky ones ride bicycles.

The police may exist mainly to protect the upper-class, and keep the 
downtrodden under control.
