They may not actually "have" install disks per-se.

They take one machine, they load the OS, they add the drivers, and once 
they've got one that works, they load up the applications and that's it, 
they image the drive and "blast" that onto all the rest of the identical 
machines.

.... and those become the "recovery" disks.
