HD DVD uses a blue laser, not a red one.

Staying with a red laser was one of the early ideas, but it was 
abandoned as you suggest.  It was possible, by using 3 or more layers, 
just not practical.

The big difference is that most of the authoring and production 
standards are refinements from DVD, and much of the DVD pressing gear 
can be used to press HD DVDs, while Blu-Ray basically needs a new factory.
