If you go back to the ADP Graphic Novel which detail v728's creation
and early life, the very last pages show v728 trapped n Genom's
computers, and Mason requests all the data from those computers be
sent directly to him. At this point it becomes a guessing game as to
what happened between the end of the ADPGN and BGC Episode 1, but I
have been writing a fanfic for a while around this and my best guess
is that once Mason scoured the data and found v728 trapped inside,
Mason threatens to delete v728 because of all the damage he has
caused. Being a survivor and faced with being erased, v728 would
naturally plead for his life. But why should Mason spare him? If you
recall from the ADPGN, while v728 was inside the Genom computer system
he managed to uncover a secret about Quincy's age and almost revealed
this secret to Mason and several other executives before Quincy
himself abruptly cut into the convo and cut v728 off. So, my next
guess is that Mason, being as ambitious as he is, advises v728 that he
will spare his life in return for information about Quincy's secret.
Again this is speculation, but I believe the secret pertains to Quincy
having already transferred his own consciousness to several boomers to
extend his life, which explains his doubles and explains Largo's
cryptic remark about believing the "real" Quincy was supposed to be at
the Genom tower when he had his meeting and demanded the OMS. Mason
wants Quincy gone and may have originally been prepared to just wait
until the old man died, but now he knows Quincy could live potentially
forever. Mason becomes impatient, and asks v728 how the consciousness
transfer was accomplished. In exchange for his life, v728 explains the
process and even offers to help Mason do it himself. A plan is put in
motion, but when Mason dies, and his consciousness is downloaded into
what eventually becomes Largo, something goes wrong. My theory is that
v728 tricks Mason and manages to transfer himself along with Mason's
consciousness. Now v728 is free of the confines of Genom's computers,
and as you theorize yourself, he can now hunt down the OMS that he may
be able to use to further his ever-burning goal to be the boomer
messiah.

What happened in between v728 being "captured" in the Genom computer
system and his showing up in Frederick is tougher to guess, but it may
be that v728 originally attempted to escape Genom by transferring a
copy of himself to Frederick, only to be destroyed by the KS. We saw
this virus-like behaviour before when he ended up in Armstrong and we
see it again when he ends up in Largo.

To me, one of the biggest morals of BGC is, "Backing up your data is a
matter of life and death in the future."
