It *is* impossible in a normal newsgroup.
Some servers prevent posting or posting files to some groups. It could
be that. Or it could be someone complained about a poster to his
newsgroups provider and that provider blocked the group for him but
most providers would just stop all his posts or cancel his account no
questions asked. Another possibility is his newsreader is ****ed up.
Any group can be created as a moderated or retroactively moderated
group if it goes through all the required red tape.
I looked at the new group (found it in seconds) and its a normal one.
